I've also been, for around a half hour now, a self-professed expert on the twenty-fifth amendment. It sounds like getting rid of Trump under its section 4 provisions would require Pence to agree with at least half the cabinet heads that their boss is a menace. Call me cynical, but I think this might explain the resignations today of Elaine Chao, the Secretary of Transportation (and Mitch McConnell's wife), and Betsy DeVos, the Secretary of Education. They had less than two weeks to go anyway, and by quitting now they remove the possibility of having to make a call about whether the risk of limping to January 20 with Trump as president is acceptably low.
The strongest argument against this view is that it would require Chao and DeVos to have concluded that Pence might have the gumption to do what needs to be done.
